WINGS Program Pilot Briefing
Participation Requirements:
In order to participate in the WINGS Program the following requirements must be met:
1. Airplane to be used must be airworthy and meet additional checks as may be required for the intended flight (e.g. IFR static system and transponder check, ELT, VOR check, etc.)
2. Pilot must have current Flight Review and at least a 3 rd class medical and must meet all the FAA requirements for PIC
Arrival at Paine Field:
Pilots flying in from the north, south, or east should plan to land on runway 16L/34R if able. It is 3000 feet long by 75 wide and should be ably to accommodate most airplanes. However, if you are arriving from the west, an alternative maybe a straight in on runway 11 is the wind is suitable. We suggest this because it is convenient for fuel at the self serve pumps if you need some and then on to parking.
Park in the tie down area directly West of the East runway, near the G1/G2 taxiway. Do not park in any of the tie downs in front of Regal Air, as these are all reserved. If your airplane is stored on the Paine Field is recommended that you get it out of your hangar and park it West of the East runway again near the G1/G2 taxiway in order to expedite departure so that the schedule is maintained.
Fueling:
All pilots should make sure that their airplane is fueled and ready to go prior to checking in. Fuel requirement should be at least 3 hours + 1 hour reserve. If your airplane does not have this capacity you will need to plan a fuel stop with your CFI. Fuel may be obtained from the following sources:

Flightline Services Self Serve In front of the Regal Air Office
The self serve pump is in front of Regal Air. Do not leave your airplane parked at the fuel pump as others may need to fuel after they arrive. Do not park in front of Regal Air as this interferes with their access to their maintenance bays. Aircraft should be parked between G1 and G4 just West of the East runway per the attached airport diagram.
Sign In and Sign Out:
All pilots are required to check in with the dispatcher upon arrival. Pilots are also expected to sign out and back in with the dispatcher when they leave for their flight.
PIC Statement:
Pilots are required to submit the PIC statement to the dispatcher during sign out. If the flight is expected to take longer than usual (e.g. lunch stop included) then this should be identified with the dispatcher.
Weather Briefing:
A weather briefing will be covered at the CFI briefing scheduled for 7:30-8:00 a.m. in Regal Air’s classroom. Key points of the briefing will be repeated at 12:45 p.m. for those CFIs who are only flying in the afternoon. Regal Air also has a Weathermation computer system.
Operations at Paine Field:
ATIS: 128.65, Tower: arrivals from East 120.2, arrivals from West 132.95, Ground: 121.8. Keep in mind that Paine Field has two tower frequencies for East and West arrivals and departures. The airport traffic area extends to 3100 feet MSL. You should be calling the tower on the appropriate frequency with the current ATIS identifier 6-8 miles out. Be mindful of the Temporary Flight Restriction just North of Paine Field particularly if you are arriving from the North.
Flight Restrictions:
There are three National Security Areas, and one Prohibited Area in the Puget Sound area that you should become familiar with prior to your arrival at Paine Field. You will have to pay close attention to these during your Wings Pilot Proficiency Program also. As PIC you are responsible for reviewing current NOTAMS. We strongly suggest that you review these NSAs and P51 on your VFR sectional or Seattle Terminal chart. All pilots should review intercept procedures and if possible monitor 121.5 during their flight.
Flight Delays:
If the flight extends longer than anticipated due to weather, aircraft maintenance issues or any other reasons, Regal Air should be called via radio on 123.30, or by phone: (425) 743-9123 or (425) 353-9123.
WINGS Schedule (Saturday and Sunday)
7:30 - 8:00 a.m. CFI Briefing in Regal Classroom
8:00 - 12 noon Morning Flight Period
11:00 - 1:00 p.m. Lunch – WPA BBQ Burgers
12:45 - 1:00 p.m. Afternoon CFI Briefing
1:00 - 5:00 p.m. Afternoon Flight Period
You must attend at least one seminar during the past 12 months in order to complete the WINGS program. In case you have not met this requirement, we have the following seminars for you.
Four seminars have been scheduled for the weekend at the following times:
Saturday 10:00 a.m. – 11:00 a.m. and 2:00 p.m. – 3:00 p.m.
Sunday 10:00 a.m. – 11:00 a.m. and 2:00 p.m. – 3:00 p.m.
Free coffee will be available at Regal Air all day. Muffins will be available both mornings.
Endorsement stickers will be available from the dispatcher in order to facilitate log book work and debrief.
Weather Out:
It is possible that you may not be able to complete the WINGS program flight due to weather that will not support the operation. If this happens then you may be able to complete the flight with your flight instructor later if your CFI is available. It is up to you to make these arrangements.
